Re: minor adjustment in wiki to NoteProblemsWithCurrentUserInterface

In the interest of keeping things organized in the wiki ...

In the NoteIndex, should we change the structure within 'What we have  
to work with' for 'NoteProblemsWithCurrentUserInterface' (http:// 
www.w3.org/2006/WSC/wiki/NoteIndex)

To a broader category of 'NoteProblemsWithCurrentPractice' which can  
then break down into 'NoteProblemsWithCurrentUserInterface' and  
'NoteProblemsWithCurrentInstructions'  or something along those lines.

I think action-39 (http://www.w3.org/2006/WSC/Group/track/actions/39)  
should fit somewhere in this section. I guess I could list it as a  
problem with the current user interface but it doesn't seem to fit  
well with the other items.
