Ø  How can we test to assure ourselves that a mismatch between wsa:action and envelope name will cause no harm (per formal objection)

While the possibility of encountering this interoperation problem in the real world exists (particularly when implementations choose to do dispatch using first child element), I don't think it is serious enough at this time to have to do any additional / negative testing (such as construction of artificial test clients) to check for this case.
