Prelim proposal on Optimized Enumeration in WS-Enumeration.

Attached is a preliminary proposal for how to include optimized enumeration in wsen:Enumerate requests.  I hope that I understood WS-RA's wishes in this regard.  The proposal basically embeds a Pull body, optionally, inside the Enumerate body.  If this is correct, then we will proceed to sketch out the related changes to EnumerateResponse.
