Test scenario template

All,
  I have an AI to create a template for the scenario docs.  So far what I 
have, at a conceptual level, is this:
- each scenario doc will consist of a list of features
- for each feature there will be a description of it and a series of one 
or more tests
- each test will have a description and explicitly call out the success 
criteria
- each test will also indicate whether or not the test is "required" or 
"optional". 

Does this sound like a good starting point or is there something else we 
need to take into account?
If so, I have an xml doc and xslt to generate an html file ready to go.
