Yes, you do understand the proposal.

From my perspective, this is not hard to deal with. If the notification message's outermost element is <wse:NotifyEvent/>, the message is wrapped, otherwise it's not. The SOAP envelope handles the intermediaries and the final recipient can handle the above simple choice easily.
