Security considerations issue 8273 has been divided

Issue 8273 applied to Enumeration, Eventing, Transfer, and Mex.
Since it seems that the proposals for each may mature at different times, the bug has been divided into one for each spec and the old one has been closed.

The new issues are as follows:
9567 - Eventing
9568 - Enumeration
9569 - Transfer
9570 - Mex
