7068: Proposal

For issue 7068 [1] I propose we add the following optional policy 
parameter to Transfer's policy:

/wstrp:TransferResource/wstrp:Resource
    When present, this parameter provides the QName referencing the Global 
Element Declaration (GED) or type of this resource.  This QName may be 
used in order to retrieve the schema of the resource.

This will allow a resource the ability to advertise what the shape of its 
resource representation, if it can.
