Nov f2f registration

When I go to:  http://www.w3.org/2009/06/tpac_reg
and try to register (pay) for the nov f2f, I enter the # of days and my 
country and hit "Send Fee" I just get an error saying my last transaction 
can not be completed.  Anyone else running into issues?  is there a 
different page we should be using?
