[Team 6401]: concrete proposal using NotificationDescriptions

Attached is a proposal for defining and advertising Notification Types 
based on the use of the NotificationDescriptions element. This proposal 
adds three sections to WS-Eventing:

    * Section 6 - describes the NotificationDescriptions element, how it
      can be obtained using WS-Mex, and how the information about its
      enclosed notificationTypes binds to both Raw and Wrapped Notifications
    * Appendix E - provides a copy of the XML Schema for the
      NotificationDescriptions element
    * Appendix F - defines the rules for transforming a
      NotificationDescriptions element into a WSDL 1.1 definitions element
