first draft of ws-frag spec

the first draft of the ws-frag spec is here:

there are still lots of things to complete but it shows the basic outline 
of what things should look like.
At the end of the spec are a list of todos/questions - its not a complete 
list of todos, just didn't want to lose track of the comments made so far.
