Subject: NEW ISSUE: [Guidelines] (Editorial) WS-RMP reference should be consistent with other references

Title: WS-RMP reference format should be consistent with other references

Description: The reference to WS-RM(P) should use similar format to other
references, it lists the authors affiliation and full name instead of first
name initial, last name.

This is an editorial item.

Justification: Consistency

Proposal: Fix the references to follow a consistent format. This is a purely
editorial item and should be referred directly to the editors.

This is also [Bug4319].
