I have opened several bugs to try to identify overlaps between the two
documents the WG has agreed to author.

Title: primer/guidelines overlap
Description: intro to the primer---- states that three are 3 target
audiences..... the target audience should ONLY bullet 2 ("for policy
implementors whose software modules read and write policy expressions")
explanation of sections 3 & 4 "Advanced concepts" overlap with guidance
to
assertion authors
Justification: The guidelines should be in one document to ensure that the
guidance is consistent.

Title: Section 2.4- Usefulness
Description: Section 2.4- I'm not sure of the usefulness of the section in
the
primer. It seems to be a non-exhaustive list and would be difficult to
maintain. Specifically is it appropriate for the primer to reference
company
specific implementaitons and documents? i.e., "A Technical Reference for
Windows
CardSpace"? Is this a catalog of all uses? If so, do we need to include
other
uses and how do we collect this?
