This naming convention is common in the W3C Web Services Activity. Target section 1 Introduction Proposal - After the sentence "Web Services Policy provides a flexible and extensible grammar for expressing the capabilities, requirements, and general characteristics of entities in an XML Web services-based system." Add "Web Services Policy defines two specifications: Web Services Policy Framework and Web Services Policy Attachment." Otherwise make it clear outside the document that the Framework is really the primary specification of WS-Policy. I prefer to make it clearer in the introduction. It does beg the question should this be Web Services Policy Framework 1.5 instead of Web Services 1.5 Framework. As I said I couldn't see this type of naming in other WS- specification. Perhaps there is but I couldn't find them with a quick look around. The motivation here is just to make it explicit for people new to WS- Policy that the Framework document is the primary specification. [I am not saying that to belittle the Attachment specification]
