I entered my original issue in Bugzilla. It is now issue: 3604.

I put a block from 3604 against 3566. If we do my favored course,  
then 3566 is otiose (no text to reword). Otherwise, Dale needs to see  
if my rephrasing answer his concerns and let me know how to rephrase.

I think this discharges both my action items. Sorry for waiting until  
close to the last minute.
