The WS-Policy 1.5 Attachment CR specification, UDDI attachment sections use
tModel definitions that are outdated. The tModel Keys are based on the
http://schemas.xmlsoap.org/ws/2003/03 namespace domain. The definitions need to
be changed use the w3.org ws-policy namesapce domain.

I have a draft proposal to addres this. I will send the proposal in a separate
email.
