Title: Note about c14n 1.1

Description: a note about c14n 1.1 would be helpful.

Justification: the note would make explicit that there is a solution under
development for the known issues about c14n 1.0.

Type: editorial.

Proposal:
- Add the following note after the paragraph in sec. 4.2 which is starting with
"The use of xml:id attribute in conjunction with Canonical XML 1.0 ...":
"Note that [c14n 1.1] addresses the issues which occur with Canonical XML 1.0."
- Add an informative reference to
http://www.w3.org/TR/2006/WD-xml-c14n11-20061220/ .
