The algorithm starts with a document information item. However, the algorithm
is meant to be applied in situations where the compact form policy expressions
are included in another base document using the attachment mechanisms defined
in WS-Policy 1.5 - Attachments. Obviously, in such situations, it is intended
that the policy expression be taken out of context and treated as if it were a
separate document.
Justification: Could be misunderstood.

Proposal: Add a note to section 4.3 that says roughly the following:
Note: compact policy expressions that are included in other XML documents, such
as WSDL, as described in WS-Policy 1.5 - Attachments, are treated, for purposes
of normalization, as if they were extracted out of thier embedded context and
considered independently as a document.
