Currently the utility of empty assertions and compatibility is unclear. When the semantics is clarified, the effect of using nesting should be exemplified for Primer and Guidelines documents. Justification: Nesting is used in Security Policy and it will be used by other domain specifications. Thus, the effect of empty policies with respect to authoring nested assertions should be clarified.
