Title: Introduction misleading

Description: The last paragraph in the introduction to the WS-Policy 1.5
Framework discusses WS-Policy 1.5 - Attachment. However, I believe that it is
somewhat misleading in its intent. Specifically, I think that the terminology
used should be consistent with the defined terms in our glossary. Secondly, I
believe that we should reorder the sentences to make it clear that WS-Policy
1.5 Attachment defines certain attachment mechanisms and policy scopes and
subjects and that other specs are free to define OTHER attachment schemes for
policy subjects and scopes not covered in WS-Policy 1.5 Attachment. Otherwise,
we are effectively encouraging a potential interoperability nightmare.

Web Services Policy 1.5 - Framework does not specify policy discovery or policy
attachments. A policy attachment is a mechanism for associating policy with one
or more policy scopes, where a policy scope is a collection of policy subjects
to which a policy may apply. A policy subject is an entity (e.g., an endpoint,
message, resource, interaction) with which a policy can be associated. Other
specifications are free to define technology-specific mechanisms for
associating policy with various entities and resources. Web Services Policy 1.5
- Attachment [Web Services Policy Attachment] defines such mechanisms,
especially for associating policy with arbitrary XML elements [XML 1.0], WSDL
artifacts [WSDL 1.1, WSDL 2.0 Core Language], and UDDI elements [UDDI API 2.0,
UDDI Data Structure 2.0, UDDI 3.0].
