     Description and Justification
In the PolicyAttachments document, duplicate text exists in Sections 3 and 3.2.
Section 3 is an introduction whereby Section 3.2 and others provide the
details. Duplicate text is:

   This section defines two general-purpose mechanisms for associating
   policies with one or more policy subjects.   The first allows
   XML-based descriptions of resources to associate policy

   as part of their intrinsic definition. The second allows policies to
   be associated with arbitrary policy subjects independently from
   their definition.

Most of this text fits in Section 3.2. If revised, Section 3 could serve as the
introduction.

Web Services Policy 1.5 - Attachment [2]

     Proposal
Revise Section 3 to minimize duplicative text (given the sections are so close
together as well). Revised text for Section 3 is provided below. No change is
needed to Section 3.2.
