could you update the entities files entities.dtd entitiesedcopy.dtd and
entitieswd.dtd ? I changed the altloc related entities in these files.
After that update you should do

s/&altlocs;/&altlocs.primer;/ for the primer and

s/&altlocs;/&altlocs.guidelines; for the guidelines.
