help--- is someone working on the guidelines doc?

I'm trying to checkin a fix for an open action and I'm getting errors in 
the build....
[xmlvalidate] C:\eclipse\policy\ws-policy-guidelines.xml:15:30: The entity 
"guidelines.title" was referenced, but not declared.
[xmlvalidate] C:\eclipse\policy\ws-policy-guidelines.xml:66:33: The entity 
"guidelines.title" was referenced, but not declared.
[xmlvalidate] C:\eclipse\policy\ws-policy-guidelines.xml:96:33: The entity 
"guidelines.title" was referenced, but not declared.
[xmlvalidate] C:\eclipse\policy\ws-policy-guidelines.xml:1794:28: The 
entity "guidelines.title" was referenced, but not declared.


I synced my local filesystem with the latest from head, so I'm not sure 
what else to do.
any suggestions?
