Would there have been a discussion like this if all the addressing
related information elements were encapsulated in a WSA-specific header?

I vaguely remember something like this being discussed already and
rejected. Am I right? Sorry, but I couldn't find anything relevant in
the archives.
(Note, don't confuse this with the wrapper proposal for RefProps/Params)
