WSDL 1.1 binding and schedule

Our charter deliverables [1] consists of core, SOAP binding and WSDL 
binding docs. WSDL binding spec defines the use of WS Addr components in 
both WSDL 1.1 and WSDL 2.0 MEPs and provide mechanisms for defining WS 
Addr property values in WSDL 1.1 and 2.0 descriptions. I.e., use of 
addressing with both WSDL 1.1 and WSDL 2.0 is in the same doc.

The schedule in the charter calls for:
* LC of WSDL binding in March 2005
* CR for WSDL binding in May 2005
* PR for WSDL binding in August 2005 and
* REC for WSDL binding in Oct 2005.

I'm very concerned that having WSDL 1.1 and 2.0 binding in the same 
document will delay the use of WS-Addressing in conjunction with WSDL 
1.1. WSDL 2.0 is in LC right now and may go to second LC. WSDL 2.0 is 
also not a "fast track" WG like the WS-Addressing WG. I don't see how we 
can keep the current schedule for the WSDL 2.0 binding.

Given the schedule issues associated with WSDL 2.0 and the need to use 
WS-Addressing with SOAP and WSDL 1.1 as soon as possible, I would like 
to discuss the possibility of splitting the WSDL 1.1 and WSDL 2.0 
bindings into two different documents. Splitting the two and "releasing" 
the WSDL 1.1 spec not too long after (or even at the same time with) the 
core/SOAP spec would be extremely useful for the Web service community.
