Description: It would be generally helpful for the working group to
define a MIME Media Type for WS-Addressing.

Justification: It's a minor issue, but a MIME Media Type would make it
easier to embed WS-Addressing EndpointReferences in MIME packages, or
to identify the content type when passing EndpointReferences around.

Target: Core

Proposal: Create a new application/wsaddressing+xml or
application/wsa+xml Media type.
