Re: Rough draft of rational for using xml shema 1.0 data types

XMLP dealt with the same issue [1]. The issue list also has the 
resolution/rationale that XMLP come up with. Pl. note that XMLP is 
currently (re)debating whether this was the right decision in light of 
the push-back from the team.
