The Working Group has addressed your issue lc15[1] by using the
following text in section 3:

  A reply message MUST contain a [relationship] property containing
  the predefined reply URI and the [message ID] property of the
  request message.  A message MUST NOT contain more than one
  [relationship] containing the predefined reply URI.

Please let us know if this resolution is acceptable to you.
