[Editorial][Core] Order of items in section 3 and 3.1

In the core spec Section 3 and Section 3.1 can we change the order
of the Abstract Properties and the XML Infoset representation to be the
same? For example " [destination] : IRI (mandatory)" is first in Section
3, but Section 3.1 has "/wsa:MessageID"...just to make things
clear/easy.
