Note effect of wsa:IsReferenceParameter on validation (SOAP, clarification)

It seems worthwhile making the fact explicit that a reference parameter
element will change during transmission through SOAP because of the
addition of the wsa:IsReferenceParameter attribute.

Add a note following bullet 2 of Section 3.3 stating:

  'Note: When validating the integrity of a [reference parameter], a
  receiver should anticipate the addition of the
  wsa:IsReferenceParameter attribute and the introduction of the 
  WS-Addressing namespace to the [in-scope namespaces].'
