Anonymous and [destination] over-constrained (Core, substantive)

Section 3 last paragraph states (referring to the anonymous URI):

  'This IRI MAY be used as the [destination] for reply messages 
  and SHOULD NOT be used as the [destination] in other circumstances.'

This comment is true of HTTP, but not necessarily true of other
transports.  The statement as it stands is too HTTP-specific.

We suggest removing this sentence.
