Section 3.1.1: [destination] is conspicuously absent from the list of properties where simple string comparison can be performed. It would be helpful to point out that this is intentional. In addition, there is one scenario where it would be beneficial to use simple string comparison - when the [destination] is the anonymous URI. Suggest appending this sentence to the paragraph: 'Comparison of the [destination] property is out of scope, other than using simple string comparison to detect whether the value is anonymous, that is, where [destination] has the value "http://www.w3.org/@@@@/@@/addressing/role/anonymous".'
