Ref param data encoding (Core, clarification)

Section 2-1 [reference parameters] property states:

  'The use of reference parameters is dependent upon the protocol
  binding and data encoding used to interact with the endpoint.'

We're not sure what the phrase "and data encoding" is trying to convey.


Suggest striking the phrase "and data encoding":

  'The use of reference parameters is dependent upon the protocol
  binding used to interact with the endpoint.'
