EIIs have QNames? (Core, editorial)

Section 2-1 [reference parameters] property states: "Reference
parameters are element information items that are named by QName."
Element information items have properties such as [local name],
[prefix], and [namespace URI].  The mix of infoset and XML production
terminology is confusing.  Suggest wording this similarly to the SOAP
spec: "Reference parameters are namespace qualified element information
items."
