draft charter on github

Following a suggestion by Kaz that we should be using the HTML charter template, I’ve gone ahead and created a draft at:

     https://github.com/w3c/charter-drafts/blob/gh-pages/wot-wg-2016.html

A viewable version is at:

    https://w3c.github.io/charter-drafts/wot-wg-2016.html

This is based upon the work item descriptions at:

    https://github.com/w3c/wot/blob/master/WG/wot-wg-items.md

Note that unfortunately the above is too vague and needs considerable discussion. We need greater precision as to what is in and out of scope and also need some explanation for the choices.
