Current Practices Release as IG Note

We had a resolution today to release the Beijing 2016 version of the Current Practices Document as IG Note, since the charter foresees a first release in Q3 2016. I updated the ReSpec configuration accordingly and put a preview version under https://w3c.github.io/wot/current-practices/wot-practices-beijing-2016.html

@all: Please announce any objections to this list within this week.

@Kaz: Could you please verify if this document adheres to the IG Note publication process? If everything is fine and there are no objections within this week, please go ahead with the publication as IG Note under https://www.w3.org/TR/<https://www.w3.org/TR/wot-practices/>
