[WoT IG] Working draft

Hello All,

As promised during the F2F meeting, I am attaching a working draft for  
the discovery part. I will provide a separate draft for provisioning  
so that we can work on the two documents in parallel.

I'll also put it in our github workspace and keep you informed about  
the telcos on this TF.
