I support this change especially since websites are already doing it and 
many browsers already support it. Specifying the behavior will result in 
more browser support and greater adoption by websites. This will also 
address performance issues with Web Components that use HTML Imports 
because the rel="import" LINK tags can be placed in the BODY near the 
web component to reduce render blocking.
