As per http://en.wikipedia.org/wiki/Transmission_Control_Protocol#Flow_control, I think of flow control as preventing the sender from sending so much data that the receiver cannot process it quickly enough. The receiver side solution is to buffer, but since buffers are a finite resource, you can't buffer forever. Web browsing over HTTP/1.X doesn't use application layer flow control, browsers rely on TCP for this. I consider web browsing interactive.
