Is there a web site which exhibits exactly the issue you are mentioning. 
Or could you set up a mini Web site exhibiting the issue. I have read the full thread, and I still do not understand what you are trying to solve. HTTP cache is about setting user interactions. There is no good values, just the values you decide that would make sense. 

HTTP Cache can already handle a lot of cases (offline/online) without even using AppCache, specifically when it is only content.
