I would expect video type text/html to work everywhere for fallback; the text can contain an error message. Or, since there are only so many systems that support HTML video, create a set of video error messages encoded in the preferred formats for all those platforms (WMV, QT, OGG) and provide all of them. One of them should work. Why is it so important that the viewer gets an error message instead of getting nothing? How do you think it would help the reader?
