Image dimensions should provide information about the image. This information should correspond accurately to the image served. CSS dimensions can be used for scaling in the user agent. Note that the @style attribute applies to the FONT element only. In particular, it does not apply to IMG any more. Taking all the above into account, I'm not sure that there is really a strong argument to change the spec (which allows dimensions to be specified, but not percentages).
