(*cough* forced branded UI *cough*) This also sorta tangents the question if UAs should provide a default UI that does not depend on JavaScript being enabled to fire the control events. If there's no autostart feature and the user has disabled JavaScript then there's no way to access the video content if I understand the current draft correctly (correct me if I am wrong). So either have an autostart feature (the user may want an option to turn that off) or require at least a primitive subset of the controls to be implemented on the browser side (something like "click and it'll play, click again and it is paused" or a simple context menu offering play, pause and stop).
