How about "onreveal"?
Motivation: AppleScript Finder suite has <event miscmvis> ("make visible")
that the Finder dictionary shortens to "reveal" as in
Tell application "Finder" to reveal controls panels folder
That more or less corresponds to the URL
file:///Startup%20Disk/System%20Folder/#Control%20Panels
Just a brainstorm idea.

Some suggestions:
onfragmentscroll (thought it might not scroll if nothing has that
fragment ID)
onfragmentchanged
onfragmentload (not quite accurate but reminiscent of onload)
