Yes, never!  For one, a conforming HTML 5 (not XHTML 5) document 
requires the DOCTYPE to be <!DOCTYPE html> and that is not well-formed XML.

No.  That's like asking is a valid HTML 3.2 document a conforming HTML 
4.01 document!?  No, it's not!
