Please actually respond to proposals made, and issues raised with sensible responses, and do not just dismiss them with inaccurate comments saying it is not appropriate for the specificaion. Improving linking into a web documents is a perfectly reasonable use case to be addressed here, if it's not, why is it inappropriate, how do we know what use cases are appropriate and what aren't?
