Server side technologies also don't need to interoperate, and there exist
a plethora of different solutions for all kinds of needs.

The WHAT group's mandate is improving the client-side technologies.
(Specifically, the charter says "technical specifications that are
intended to be implemented in mass-market Web browsers".)
