Technically that's not a spec, it's a profile.

If someone wants to work on a profile that lists the areas that WinIE6
supports, the WHATWG site would probably link to it. It doesn't fit within
the WHATWG charter per se though, so I don't think it would be directly
hosted on the WHATWG site.
