Yes. Sun's keyboards suggest that adding modifiers implies reducing 
duplicates for the other hand. There are already too many keys for a 
convenient layout.

But anyway, WHATWG cannot change the keyboards. I'd rather consider 
dropping an attribute that has turned out to be trouble than try to 
come up with hardware changes in order to keep it.
