Basically the proposal is an element that would cause form controls within 
that element to not be successful and for the element to instead be 
successful with the value being a particular construction from the 
descendent form controls, right?

I don't understand why this can't be done server-side. It is trivial to 
do, and would in fact have to be done anyway to cater for legacy UAs.
