Indeed. And IE is still correct. Since the error in the DTD has been 
fixed in the Second Edition of the Modularization of XHTML, which is not 
yet a recommendation.

XHTML 1.1 is based on the First Edition of the Modularization of XHTML, 
which contains that error and will always contain that error, until the 
Second Edition becomes a recommendation and XHTML 1.1 Second Edition 
becomes a recommendation to reflext the changes made in the DTD of the 
Second Edition of the Modularization of XHTML.
